Step-by-step manual
Self-exclusion in Romania
Romania's self-exclusion operates through both operators and the regulator. Licensed operators must offer self-exclusion, and ONJN runs a system that held about 54,000 self-excluded people in April 2026, after the current leadership inherited a backlog of more than 30,000 unresolved requests. Coverage and procedures still differ between land-based and online gambling. A draft emergency ordinance, sent to the Ministry of Finance in 2026, would unify self-exclusion across all operators with mandatory ID checks, cooling-off periods and fines of up to 100,000 lei for non-compliance. Until it is adopted, exclude through ONJN and with each operator you use, and add blocking tools.

The steps
- 1
Request exclusion through ONJN
Check the ONJN website for the current self-exclusion request form and submission method. Have your ID card or passport and personal numeric code (CNP) ready.
- 2
Also exclude with each operator
Log in to every licensed site and app and request self-exclusion in the responsible-gambling section, so you are covered even if data sharing lags.
- 3
Cover land-based venues
Ask casinos, betting shops and slot halls you visit for exclusion; procedures differ, so bring ID and request written confirmation.
- 4
Keep proof
Save confirmation emails and reference numbers. If an operator lets you play while excluded, complain to the operator and then to ONJN.
- 5
Block illegal sites and payments
ONJN blacklists illegal sites, but new ones appear. Install blocking software and ask your bank about gambling payment blocks.
- 6
Get support
Speak to your GP, a community mental-health centre or a gambling-focused NGO about treatment.
- 7
Ending exclusion
Rules on revocation currently depend on the route used. Ask ONJN or the operator about minimum periods and cooling-off before requesting removal.
Before you start โ what to know
- Self-exclusion is currently mixed: ONJN's system plus operator-level tools.
- A draft emergency ordinance would create unified exclusion with mandatory ID checks and cooling-off periods.
- ONJN cleared a large backlog of requests in 2025โ26; follow up if you hear nothing.
- Illegal offshore sites do not honour Romanian exclusions.

Frequently asked questions
Is online casino legal in Romania?
Yes, with operators holding an ONJN licence and annual authorisation. Unlicensed sites are blacklisted.
What is the gambling age?
18. A proposal to raise it to 21 was under discussion in 2026 but had not been adopted at the time of review.
What changed in 2026?
An emergency decision moved land-based gambling licensing to local councils, which can ban gambling, set zoning and add local taxes. Online licensing remains with ONJN.
Is there a national self-exclusion register?
ONJN runs a central system, but full unification across all operators was still pending in 2026.
Procedures can change. Always follow the instructions of the official scheme or regulator. We2Bet is not affiliated with any self-exclusion scheme. Last reviewed October 2026.
