National registry for remote gaming, linked to DNI

Before 2022 online gambling in Peru was largely unregulated, although land-based casinos and slot halls had been licensed since the late 1990s. Law 31557, passed in 2022 and amended by Law 31806 in 2023, created a full framework for remote gaming (online casino) and remote sports betting. Detailed regulations were issued by Supreme Decree 005-2023-MINCETUR, and the regime took effect in 2024, after which operators without authorisation were required to stop offering services to Peruvians.

The regulator

The Ministry of Foreign Trade and Tourism (MINCETUR), through its directorate responsible for casino games and slot machines, authorises, supervises and sanctions operators. It also registers technology providers and accredits the testing laboratories that certify games and platforms.

Licensing

Operators apply for authorisation for each platform and must meet requirements on corporate structure, financial guarantees, certified systems, anti-money laundering controls and a Peruvian presence. Providers of games and platforms must also be registered. By September 2026 MINCETUR had authorised 54 platforms, registered 320 providers and accredited eight international laboratories. Taxation

Licensed operators pay a special tax of 12% on net revenue, applied from 2024. Revenue is shared: 20% to the Treasury, 20% to the Ministry of Health for mental health programmes, 40% to MINCETUR and 20% to the Peruvian Sports Institute. Advertising and marketing rules

Authorised operators may advertise and sponsor sport, but advertising must not target minors or present gambling misleadingly, and unauthorised operators are prohibited from advertising. MINCETUR has acted against promotion of illegal platforms. See gambling advertising rules.

Player-protection requirements

Operators must verify the identity and age of players, block self-excluded and prohibited persons, provide responsible gaming tools such as limits, and keep player funds traceable. The national remote self-exclusion registry is a central feature. See self-exclusion in Peru.

Enforcement against unlicensed operators

MINCETUR can sanction illegal operators and seek blocking of their sites and apps. The ministry reported a 40% reduction in the supply of illegal online games in roughly the first year after the law was implemented, though illegal offers remain. See spotting unlicensed and black-market operators.

What this means for players

Peruvian players should check that a platform appears on MINCETURโ€™s list of authorised remote gaming and betting platforms before opening an account. Authorised platforms must verify identity against your DNI, apply the national self-exclusion registry, provide responsible gaming tools and keep transactions traceable, and you can complain to MINCETUR if an operator fails to resolve a dispute. Unauthorised platforms offer none of these protections and may refuse withdrawals or misuse personal data.

The remote self-exclusion registry is one of the stronger features of the Peruvian system, because it is tied to your identity rather than to a single account and applies to every authorised platform. Gaming operators are obliged entities under Peruโ€™s anti-money laundering framework and must identify customers, monitor transactions and report suspicious activity to the financial intelligence unit.
