Step-by-step manual
Self-exclusion in Philippines
PAGCOR maintains the National Database of Restricted Persons (NDRP), which covers PAGCOR-licensed casinos, including Casino Filipino branches, and licensed online gaming sites. People can exclude themselves, and immediate family members can apply to exclude a relative. Registration typically takes effect quickly; one person reported being blocked from casinos and online accounts within 24 hours. Temporary exclusions are commonly offered for six months, one year or longer, and permanent exclusion is also available. The NDRP does not cover unlicensed sites, PCSO lottery products or the e-sabong and other illegal online platforms, which remain widespread.

The steps
- 1
Get the self-exclusion form
Obtain PAGCOR's self-exclusion application form from its website, a PAGCOR office, a Casino Filipino branch or a licensed operator's customer service.
- 2
Prepare ID and a photo
You need a valid government-issued ID, such as a passport, driver's licence or PhilID, and a recent photograph for identification at venues.
- 3
Choose the period
Select a temporary period, commonly six months, one year or longer, or permanent exclusion. Choose the longest period you can commit to.
- 4
Submit the application
Submit in person at a PAGCOR office, Casino Filipino or licensed operator, or through the online channels provided by PAGCOR or the operator. Keep a copy of your submission.
- 5
Check that the exclusion works
Once registered, licensed venues must refuse entry and online operators must suspend your accounts and block new ones. Report any operator that lets you play.
- 6
Add blocking and support
Install blocking software against illegal sites, remove gambling apps and ask your bank to restrict gambling payments. Call the PAGCOR helpline or the NCMH line for support.
- 7
Know how removal works
Temporary exclusions end at the close of the term unless extended. Lifting a permanent exclusion requires a formal application with evidence such as counselling records and is at PAGCOR's discretion.
Before you start โ what to know
- Families can apply to exclude a spouse, parent or child, subject to verification.
- The NDRP covers licensed land-based and online operators, not illegal sites or PCSO products.
- E-wallets no longer link directly to online gambling sites, following the central bank's 2025 directive.
- Some private casino resorts also maintain their own exclusion lists; ask the venue.
- Check current periods and procedures with PAGCOR, as rules are being updated.
